Measures Reinforcing the UAE’s Progressive Vision

With each emerging challenge, the UAE reaffirms its long-standing humanitarian and progressive approach, rooted since the establishment of the Union, by extending support to those affected and placing exceptional circumstances at the forefront, enabled by the flexibility and forward-looking nature of the legislative framework governing government institutions.

This progressive and humanitarian vision has been successfully implemented by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) under the exceptional circumstances experienced in the region since 28 February 2026, and has received widespread recognition both locally and internationally.

These exceptional circumstances resulted in a large number of citizens being stranded abroad, as well as residents overseas whose residency permits expired while they were outside UAE.

ICP acted to address the implications of the crisis with a clear vision, sound judgement, and exceptional decisions across all areas. It facilitated the entry of stranded citizens, in coordination with partners from government and private entities, and provided all necessary facilitations to ensure their safe and timely return. It also allowed residents abroad whose residency permits had expired while outside UAE to enter the country without the need for a new entry visa until the end of March 2026, with exemptions from overstay fines.

ICP’s decisions in addressing the implications of the crisis were marked by speed and inclusiveness across all affected groups, a clear understanding of the challenges faced by the community, and the provision of all possible facilitations. This was further reinforced by a high level of coordination with partners in delivering material, moral, and legislative support, reflecting the UAE’s progressive and humanitarian vision and strengthening social cohesion.

“One-Point Air Travelers” A Milestone in the Evolution of Smart Travel

The “One-Point Air Travelers” project, officially launched between the United Arab Emirates and the Kingdom of Bahrain in February 2026, represents a significant milestone in advancing smart travel at both regional and international levels.

The project was implemented through collaboration between the Federal Authority for Identity, Citizenship, Customs and Ports Security, the Ministry of Interior of Bahrain, the Gulf Cooperation Council (GCC) General Secretariat, and relevant entities in both countries.

The initiative aims to facilitate travel for citizens of both countries, saving time and effort while reducing wait times at Zayed International Airport and Bahrain International Airport in the first phase. It also seeks to enhance tourism and trade flows, support economic growth, and strengthen infrastructure integration between the two nations.

The “One-Point Air Travelers” project includes pre-clearance procedures for travellers departing from their country of origin, enabled through integrated digital systems, biometric verification, surveillance systems, e-gates, and advanced passenger data processing. This enables the verification and documentation of travellers prior to arrival at their final destination, resulting in a more seamless, secure, and efficient travel experience.

The initiative reflects the advanced level of strategic integration between the two brotherly countries. It embodies a shared vision to facilitate mobility and enhance travellers’ quality of life through smart, digitally enabled solutions. It also underscores both countries’ commitment to modernising travel and border systems by adopting innovative approaches that elevate the efficiency of government services.

“Customer Councils” as an Opportunity to Improve Services and Enhance Transparency

The Federal Authority for Identity and Citizenship, Customs, and Ports Security is committed to enhancing government services and boosting transparency through regular “Customer Councils.” These councils provide a valuable opportunity for direct interaction with the public, aiming to involve customers in service development and reduce bureaucracy, thus streamlining their journey by simplifying procedures.

Customer Councils serve as a significant platform for fostering transparency by offering open sessions where citizens and residents can express their opinions and feedback clearly. The councils seek to gather insights and suggestions based on real customer experiences, thereby achieving satisfaction by addressing their needs and expectations. Additionally, they allow for direct interaction with officials, improving understanding of processes and enhancing communication effectiveness between the Authority and its customers.

The councils are held regularly at designated venues announced through official communication channels, covering topics of interest to customers. Representatives from various sectors of the Authority participate to provide comprehensive answers and clarifications on the raised queries.

Customer Councils greatly contribute to service improvement by collecting and evaluating customer feedback, helping identify strengths and weaknesses in the services provided. Based on the collected feedback and suggestions, necessary improvements can be made and future plans developed to better meet customer needs. The councils also assess the effectiveness of current programs and establish new strategies for continuous service enhancement.

At the end of each council, a summary of key points and actions based on discussions is provided, and responses to raised questions are given, thereby enhancing effective interaction and building trust between the Authority and its customers.

Customer Councils are a fundamental part of the Authority’s commitment to innovation and continuous development, aligning with the Government Services Development Guide 2.0 and the goals of the “We the UAE 2031” vision.

Golden Residency As a Part of the Authority’s Proactive Services

In a pioneering step at the global and regional levels, the UAE launched in 2019 a proactive service targeting the distinguished category of entrepreneurs, investors, experienced employees and educators, talented and technically skilled people, and attracting them to live, work and reside in the long term in the country.

Under this service, people who meet the conditions can apply for candidacy to obtain a long-term residence for a period of 5 or 10 years. This system allows residents, foreign expatriates and their families to enjoy long-term residency without the need for a sponsor in the UAE, and their residency is automatically renewed. Furthermore, this system enhances the environment that supports business growth and success in the country.

Since that date, the development process went beyond that service to include in later stages the addition of new targeted categories and the launch of other new services that meet the aspirations of many other groups who wish to work and live in the UAE.

The reason why the idea of golden residency in the UAE is pioneering at the regional and global levels, lies in a set of basic features, the most prominent of which is that it is the first service of its kind in the region and almost the world. It aims to mobilize the residency system of foreigners to support the process of sustainable national development, both in terms of attracting the capital needed to establish projects and implement strategic plans, and of attracting the competencies and talents that the labor market needs in the coming years and decades, in addition to its paramount importance in promoting tourism, work and investment in the country by targeting the category of celebrities in various fields.

In light of the statistics and indicators, it is confirmed that the UAE has become a dream for Arab and international youth to live, work and reside. The golden residency service represents an empowering tool for the state to select the distinguished, qualified and talented among them in all fields, which represents a long-term investment in knowledge and human resources. It will have an impact on the economy, society, and national human resources in the long run.

Among the most important features that enhance the leadership of the UAE in providing the golden residency service as well, are the simplicity of the procedures provided by the Federal Authority for Identity, Citizenship, Customs and Port Security, the multiplicity of approved channels of services and the low costs compared to the validity period of the residency. Those who meet the conditions and wish to do so can apply for the service directly through the authority’s smart application “ICA UAE Smart” and its website: “www.icp.gov.ae”.

Most importantly, it undergoes “governance”, which means it includes scientific, financial, educational and technical standards and conditions that lead directly to achieving the desired national economic, social and human goals such as supporting the economy, attracting capital and talented people.
