More than 59% of the public are aware of the duties of the Identity Card holder

A survey conducted by the Emirates Identity Authority (EIDA) through its website found last month that about 59.32% of the holders of the ID issued by EIDA are aware of the duties that the Cardholder must observe and abide by.

The total number of respondents in the survey in which EIDA raised the following question: “What is the extent of your information about the duties that the ID holder shall take into account?” amounted to 3375 persons. About 36.77% are aware of these duties, while 22.55% of them said they know some of these duties. In addition, about 40.68% said they did not know the duties the Cardholder shall take into account.

According to the public interest and in the light of Federal Law No. (9) of 2006 regarding the civil registry, Identity Card and its Executive Regulations, EIDA said in a press release published today by the Emirates newspaper, that the Cardholder shall take into account the following duties:

S/he shall not misuse, erase, modify or damage the ID;

S/he shall hold the ID at all times and bring it into view, if requested; and

S/he shall comply with the deadlines and legal procedures for renewal, replacement or delivery of the ID.

The duties shall include notifying the competent administration in EIDA about any change in the Card data within one month of the change date. The Cardholder shall also notify EIDA about the loss of the ID by the Customer Happiness Center within seven days from the date of his/her knowledge about the incident. The Card loser shall submit an application to Issue a replacement for lost and pay the prescribed fees. The application shall be accompanied by an undertaking that the Card is not subject to or reserved by any entity. In addition, if anyone finds an ID, s/he has not the right to legally possess it. However, s/he shall immediately hand it over to any nearest Customer Happiness Center or a police station.

If the ID is damaged, in whole or in part, and becomes unusable, s/he shall notify the nearest EIDA’s Customer Happiness Center about this Card damage within seven days from the date of notification. S/he shall also serve an application to issue a replacement for lost and pay the prescribed fees.

EIDA stated that the Cardholder or owner may not mortgage or reserve the ID in any entity, except on the basis of a judicial decision or a judgment issued by a competent court. All ID holders must comply with these obligations for necessary action. The Guardian or the Cardholder’s representative shall be legally responsible for carrying out the said duties.

It is pointed that EIDA raises a monthly survey via its website which aims at identifying the public’s opinions about the standard and level of services provided to its customers as the visitors and users of the website can participate in the survey only once, to ensure the maximum transparency when counting the results.
