The Evolution of the UAE Passport

Since the establishment of the United Arab Emirates, the UAE passport has represented far more than a travel document; it has become a sovereign symbol embodying the strength of the Union and the unity of the seven Emirates. It reflects the nation’s development journey and its growing presence on the global stage. Pursuant to Federal Law No. (17) of 1972 concerning Nationality and Passports, all UAE citizens are entitled to obtain a UAE passport, a document that has accompanied the country’s journey towards leadership and excellence.

Over the decades, the passport has undergone successive stages of development and modernisation. Each new edition has reflected a milestone in the nation’s progress and its aspirations for the future through the adoption of the latest technologies and international standards in personal identity protection, travel document security, and customer experience enhancement. As a result of this continuous evolution, the UAE passport has firmly established its position as one of the world’s most powerful passports. It has become a model that combines a strong national identity with innovation, providing citizens with a secure and seamless travel experience that reflects the distinguished international standing of the United Arab Emirates.

The Pre-Union Period

Before the establishment of the United Arab Emirates, each Emirate issued its own passport to meet the travel and mobility needs of its citizens. Travel documents during this period underwent several stages of development, reflecting the region’s growing administrative and organisational maturity.

In the 1950s, the earliest form of travel document, known as the “Barwa”, was introduced. This simple document consisted of a single page and was valid for one year from the date of issue.

Towards the end of the 1950s, the region witnessed a significant milestone with the introduction of the red Trucial States Passport, which represented an important step towards the unification of travel documents. The passport was valid for two years from the date of issue, contributing to greater mobility and facilitating engagement with countries around the world during that period.

The First Passport Following the Formation of the Union

With the establishment of the United Arab Emirates, the first federal passport was issued in black, marking a new chapter in the unification of the national identity and travel documents under the umbrella of the federal state.

Responsibility for issuing and renewing this passport rested with the Passport Department of the Ministry of the Interior. In addition, Emirati diplomatic missions and consulates abroad provided the same service to citizens residing outside the country.

The passport was valid for a period of two years from the date of issue and could be renewed twice, each renewal extending its validity by a further two years, bringing the total period of validity to six years. It also enabled its holder to travel to the countries listed within the passport, reflecting the State’s efforts to regulate international travel and strengthen its global presence during the early years of the Union.

Transition to the Smart E-Passport

In 2011, the Ministry of the Interior ushered in a new era in the development of national travel documents with the introduction of the electronic passport for citizens of the United Arab Emirates. The passport was issued in accordance with the highest technical requirements and security standards established by the International Civil Aviation Organization (ICAO).

This development represented a significant advancement in the nation’s travel and identity systems. The passport was equipped with a smart electronic chip containing the holder’s personal and biometric information, securely encrypted using the latest protection standards to enhance document security and minimise the risk of forgery.

The passport also reflected the cultural identity of the UAE, with design elements inspired by the architectural features of the Sheikh Zayed Grand Mosque. By combining national heritage with technological innovation, it reinforced the UAE’s position among the world’s leading nations in the development of secure and intelligent travel documents.
