WAM – The efforts of the National Elections Commission at this stage focus on the implementation of the electoral process in line with the best administrative and regulatory standards to ensure the smooth conduct of the elections, said the State Minister for Foreign Affairs, State Minister for the Federal National Council Affairs, Chairman of the National Elections Commission Dr Anwar Mohammed Gargash.

Dr Gargash was addressing the sixth meeting of the Commission held here today at the Presidential Court to discuss the final preparations for the electoral centres in the emirates.

He added that the Commission had stepped up in the previous phase the educational efforts and awareness programme to promote the political participation, indicating that the next stage will witness intensive plan to clarify all the details of the electoral process through the mass media.

The minister noted that due to the increment in a number of the electoral colleges compared to the elections of 2006, the Commission is stepping up the organisational and logistical preparations for the next elections.

He underlined that the heads of emirates committees have been instructed to take into account a number of criteria when selecting the centres, among others, easy access to the centre and its clarity to the public, availability of logistics and presence of skilled employees to discharge their duties well.

The Commission has been briefed about progress of developing the electronic voting programme and its technical stages, and how best it matches the instructions of the elections.

It is noteworthy that the National Electoral Commission has been formed under a decree issued by President His Highness Sheikh Khalifa Bin Zayed Al Nahyan, may Allah preserve him, and its members include H.E. Dr. Eng. Ali Mohamed Al Khouri, Emirates ID Director General.

The Federal National Council elections 2011 will be based on the ID card for identification of the voter’s identity, thanks to the ID card’s advanced features, particularly the digital certificates and encryption keys on the smart chip, where the identity of each voter will be authenticated through his/her ID card.

The Emirates Identity Authority has also formed a working team to apply the electronic voting system  and prepare the infrastructures required to operate this system across the UAE and track its implementation.
