ICP Participates in UAE AI CEOs Delegation Visit to the United States

The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) participated in the UAE AI CEOs delegation that visited the United States from 14 to 19 September 2026. The visit aimed to enable AI CEOs to adopt agentic AI technologies across government services and operations, in line with the objectives of the next phase.

ICP was represented in the delegation by Alia Obaid Al Falasi, Chief AI Officer and Deputy Director of the Programmes and Systems Department. During the visit, the delegation explored practical applications and developed AI use cases at 12 technology companies specialising in building and developing agentic AI platforms, including Dell Technologies, NVIDIA, Salesforce, Cognition, Google, Poolside, Snowflake, Databricks, AMD and Microsoft, as well as Stanford University and the Institute of Foundation Models at Mohamed bin Zayed University of Artificial Intelligence. The delegation also explored mechanisms for the safe and responsible adoption of AI and exchanged relevant expertise.

Al Falasi said the visit focused on understanding the capabilities of advanced agentic AI platforms and the key challenges and opportunities emerging from the implementation of different use cases across various sectors. She noted that the agentic AI platforms developed by Google, NVIDIA and Cognition stood out for their capabilities in building AI Factories and advanced operating infrastructure for AI agents, developing multimodal AI and advanced agents, and building AI software engineering agents.

She added that the visit would significantly support ICP’s readiness to transition to agentic AI in service delivery by facilitating the exchange of expertise and practical experience and providing exposure to global best practices. This will strengthen the capabilities and skills of ICP’s technical teams in developing high-quality, efficient agentic AI platforms and building use cases across services and operations, supporting the Government’s objectives to transition to agentic AI within two years.

Al Falasi noted that key outcomes ICP can build on following the visit include the need to move from experimentation to large-scale operational deployment and to build an integrated AI ecosystem rather than implement isolated use cases. She also highlighted that governance, security and data sovereignty have become integral to agent design, while unified data provides the foundation for successful agentic AI adoption.

ICP’s Chief AI Officer also highlighted key opportunities for future collaboration arising from the visit. These include leveraging the government collaboration launched during the visit to develop deployment-ready prototypes with Dell Technologies, collaborating with Cognition to develop AI software engineering agents to accelerate system development and testing, code generation and automated testing, and shorten the digital service development cycle. Opportunities also include collaboration with Google in document and image processing, intelligent document verification, knowledge search, and the development of AI assistants for government services and operations.
