The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) received a delegation from the General Directorate of Passports of the State of Qatar at its headquarters in Abu Dhabi on Wednesday, 07 October 2026. The visit aimed to explore opportunities for strengthening cooperation, exchanging expertise and sharing best practices in government service development and digital transformation.

The delegation was welcomed by H.E. Brigadier Khalfan Butti Al Qubaisi, Acting Executive Director of Identity and Foreigners Affairs – Abu Dhabi. The Qatari delegation was headed by H.E. Brigadier Mohammed Ali Al Mohannadi, Director of the Unified Services Department at Qatar’s General Directorate of Passports, with several officials from both sides in attendance.

During the meeting, both sides explored ways to enhance cooperation in identity and foreigners affairs and shared experiences and best practices in delivering visa and residency services. Discussions also covered electronic systems and smart solutions used to streamline procedures and improve operational efficiency, as well as opportunities to collaborate on developing digital systems and exchanging technical and operational expertise to enhance service quality and customer experience.

The visit included a tour of ICP’s Operations Centre, where the Qatari delegation was introduced to the My Family Package, a model of integrated and proactive government services that connects a range of services across the various stages of family formation and development. These begin with marriage registration and extend to housing support, newborn-related services and educational services for children. The delegation also learned about the mechanisms for electronic integration and connectivity between government entities and their role in delivering services proactively, without requiring customers to submit applications or supporting documents for services covered by this integration. This approach helps reduce procedures, simplify the customer journey and enhance quality of life.

The delegation also visited the Khalifa Customer Happiness Centre, where members were briefed on its operational framework and service delivery processes. They reviewed the stages involved in issuing Emirates ID cards, from application submission through to card issuance, and learned about electronic integration mechanisms between relevant entities and the role of digital solutions in accelerating transaction processing and facilitating access to services.

The visit reflects ICP’s commitment to strengthening cooperation and coordination with its counterparts in the State of Qatar and exchanging experiences and expertise in developing government services. It also underscores the deep-rooted fraternal ties between the two countries and supports greater cooperation and integration across the GCC.
