The General Secretariat of Dubai Executive Council announced that the use of identity cards will be required in Dubai pursuant to Federal Law No. 9 of 2006 pertaining to population register and identity card and pursuant to the Cabinet’s decision No. 25 of 2011. The General Secretariat sent an official circular to the general managers of governmental departments and institutions in the emirate of Dubai to assert the requirement to use ID cards among citizens and residents in Dubai. HR departments have been notified that all citizen employees and their families are required to have identity cards before 1st November 2011, plus, resident employees are required to have identity cards before 1st December 2011.
The circular also required all citizens to present their ID card along with the passport and family book in order to have their transactions conducted in the governmental departments and institutions in Dubai as of 1st November 2011.
The circular required all residents to present their ID card along with the passport containing residency visa as a prerequisite for their transactions to be conducted according to the time period designated for each type of residents: “federal and local” governmental and semi-governmental sector employees and individuals and their families starting from 1st December 2011 and all other residents in Dubai starting from 1st June 2012.
The official circular issued by the General Secretariat of Dubai Executive Council excluded transactions for children below 15 from citizens and residents until 1st October 2012, but the ID card of these children will be accepted if available.
The circular urged bodies, departments and institutions in the Government of Dubai to comply with the implementation of the requirements of Federal Law No. 9 of 2006 pertaining to population register and identity card, which prohibits approval, employment or keeping of a person as employee, user, worker, student or in any other capacity unless they have an ID card according to the time periods designated for each type of residents in Dubai.
