Exemption from delay fees is subject to humanitarian considerations: Emirates ID

The exemption of some cases from the administrative fees incurred by delay in registering in the population register and ID card system is subject to humanitarian considerations, the Emirates Identity Authority said, noting that each case is studied separately.

The Emirates Identity Authority clarified to the Emarat Al Youm newspaper that a competent committee at the Emirates Identity Authority is charged with dealing with the cases that exceeded the registration deadline as a result of force majeure conditions. The committee studies these cases and make sure that their delay in registration was beyond their control, the Emirates Identity Authority said.

The Emirates Identity Authoritywent on to say that each individual who could not come for registering in the population register and ID card system during the deadline set for the category he/she belonged to would be able to check with the concerned committee for exemption from the resolved delay fees. The Emirates Identity Authority affirmed that its major objective in the current stage is to complete the registration of all UAE nationals and implement all the projects and initiatives emanating from its strategy 2010-2013.

The Emirates Identity Authority pointed out that the Cabinet’s recent decision on delay fees had authorized His Highness Sheikh Saif Bin Zayed Al Nahyan, Deputy Chairman of the Emirates Identity Authority, to determine the cases worth to be considered in line with rules, conditions and criteria to be decided in co-ordination with the Ministry of Finance. The Emirates Identity Authority added that it would deal with force majeure conditions and study each case separately.

As for the registration of the inmates of the UAE punitive and reformatory establishments, the Emirates Identity Authority said it, in co-ordination with the Ministry of Interior and prison administrations, started to register the inmates in the population register and ID card register through the mobile registration service. The Emirates Identity Authority went inside prisons to complete the registration of inmates and issue ID cards for them.

This service is provided for the categories which are unable to come to the registration centers including old people and the disabled, the Emirates Identity Authority said, adding that it communicates with the different categories of the disabled and provides the service of registering them through the mobile registration vehicles, which move to their domiciles to complete their registration in the ID card and population register and take their fingerprints and photos.

The Emirates Identity Authority called on those individuals who had not yet registered in the ID card and population register to benefit from the recent registration deadline given by the Emirates Identity Authority’s board of directors before applying the delay fees approved by the Cabinet’s decision no. 25 for 2011.

The Emirates Identity Authority affirmed that the completion of the population register system and the ID card project is a significant factor for supporting the Federal Government Vision 2021, which aspires to render the UAE one of the top advanced countries and one of the best five governments worldwide.

It is noteworthy that the Cabinet’s decision on the fees of the services provided by the Emirates Identity Authority has exempted two categories from the registration and ID card issuance fees. The two categories are those subject to the social security law and the individuals with special needs. In order to be exempted from the fees, the individuals under these categories have to present official documents issued by the Ministry of Social Affairs which show their conditions. However, the individuals under these categories are exempted neither from the administrative fees and fines nor the fees of additional services.
