“Afsah” system enhances the leadership of UAE and supports anti-money laundering efforts

The system by considering it as a transformative project achieves the objectives of the vision ” We the UAE 2031″

The Federal Authority for Identity, Citizenship, Customs and Port Security has affirmed that “Afsah” system for disclosing cash and other cash equivalents in the possession of travelers to and from the State contributes to improving the passenger experience and enhancing the leadership of UAE to become the safest and most secure State in the world, as well as supporting national and global efforts in the field of Anti-money laundering and the financing of terrorism.

“Afsah” is a sophisticated electronic system that allows travelers, who meet the conditions whether natural or legal persons arriving and departing through the State’s customs ports, to disclose cash, currencies and negotiable bearer financial instruments and precious metals and stones that they have during travel. The system also works to link with the competent authorities to support decision-making in the port.

According to the Regulations, all travelers to and from the State over the age of 18 are entitled to carry an amount not exceeding AED 60.000 or its equivalent in foreign currencies without disclosing it, while what exceeds the mentioned limit shall be disclosed through ” Afsah ” system. Moreover, what is carried by travelers under the age of 18, including children and adolescents, shall be added to an accompanying adult family member, provided that the total amount or financial products in their combined possession does not exceed AED 60.000.

“Afsah” system for disclosing cash and cash equivalents in the possession of travelers is considered as one of the transformative projects within the performance agreements of the federal government authorities of 2022, which was signed in the presence of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE, Prime Minister and Ruler of Dubai, may God bless him. The performance agreements represent qualitative projects that move the State towards the future and enhance its competitiveness. As well as, the transformative projects are also characterized by a significant impact in all sectors within short periods of time, ensuring the implementation of the new government work methodology of the UAE government.

His Excellency Major General Suhail Saeed Al Khaili, Director General of the Federal Authority for Identity, Citizenship, Customs and Port Security, said that “Afsah” project has been approved as a transformative project supporting the UAE government’s endeavors to accelerate the achievement of the objectives of the sub-axes related to the UAE being the safest and most secure State in the world within the vision “We the UAE 2031”, which requires qualitative and multiplied efforts that contribute to achieving government aspirations and reflect positively on society and different sectors of the State.

The project is a key support for contributing in constructing the system that supports the UAE’s most pioneering and superior State during the next ten years by meeting the requirements of the future government and constructing a sophisticated infrastructure and technology that contributes to increasing the percentage of electronic transformation of cash and cash equivalents to 100%, and establishing a sophisticated and standardized database for the disclosure of cash accompanied by travelers and strictly monitor the movement of funds, facilitate the experience of travelers and control improper business practices, enhance the leadership and competitiveness of the State in the field of security, preserve the stability of society and combat money laundering.

His Excellency the Director General of the Federal Authority that Afsah project contributes to providing a safe and comfortable travel experience for travelers arriving and departing to and from the State, preserving their funds and to enhance the national and international efforts in combating money-laundering and the financing of terrorism by implementing the requirements of the National Committee for Combating Money Laundering and the Financing of Terrorism and Illegal Organizations in the field of customs work, as well as the rapid exchange of information with the competent government authorities locally and internationally, and supporting inspectors at customs entry points in the acceleration of decision-making and identifying customs risks and challenges with regard to the movement of funds.

The Major General Suhail Saeed Al Khaili explained that the Authority has succeeded in improving and developing Afsah system, implementing the requirements of electronic connectivity with the relevant partners and launching the system and marketing it among the target groups of travelers, in implementation of the directives of the good government and meeting the requirements of achieving the objectives of the vision “We UAE 2031”.
