Vice Presidentand Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed Bin Rashid Al Maktoum, may Allah save him, has affirmed that all federal ministries and authorities are required to complete the provision of comprehensive electronic services to the public within two years from now. H.H. Sheikh Mohammed stressed the importance of eTransformation for enhancing the UAE competitiveness and supporting all economic, social, educational and health sectors, adding that such support would lead to distinguished services to individuals and businesses, ease the life of people and save effort and time.
This was announced during the UAE Cabinet meeting, which was held under his chairmanship and attended by His Highness Lieutenant General Sheikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister, Minister of Interior and Deputy Chairman of the Emirates Identity Authority, and His Highness Sheikh Mansour Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs.
The Cabinet approved the UAE Federal eGovernment Plan 2014, which is aimed at catalyzing a full-scale adoption of electronic services, establishing an advanced electronic infrastructure, and providing a convenient legislative, legal and regulatory structure for the provision of advanced electronic services.
While reviewing the plan, H.H. Sheikh Mohammed affirmed that the primary goal in the upcoming period is to convert all government services into online ones and diversify government service channels to cover internet, fixed and mobile phones and eKiosks in addition to the traditional service centers, which provide comprehensive and integrated services.
“Our objective is for all channels to provide a distinguished government service”, H.H. Sheikh Mohammed said.
The Cabinet-approved federal eGovernment’s plan 2014 features many initiatives and programs within 4 major themes aimed at enhancing the UAE competitiveness in this field. The first theme focuses on strengthening the legal and regulatory frameworks of online services and features a number of initiatives, which included laying the comprehensive legal framework of eGovernment, developing the IT structure for federal entities, establishing unified criteria for online service quality, completing the corporate structure of the Emirates eGovernment, and developing the cloud computing strategy for the federal government, which is regarded as one of the most outstanding developments of the information revolution over the recent years.
The second theme focuses on supporting and developing the electronic infrastructure and features a number of initiatives which included building and operating the information network of the UAE government, building and managing the Disaster Recovery Data Center, which will protect government data during emergencies and disasters and ensures continuous provision of services throughout such incidents. It also includes managing and operating an integrated customer service center in the federal eGovernment to ensure the provision of high-quality online services and customers’ satisfaction with them.
The third theme concentrates on the provision of new and updated online applications and services such as launching the electronic encyclopedia of information for the UAE, launching and operating the eGovernment’s mobile phone services, which enable the public to complete many government transactions easily and directly through their mobile phones, and conducting the annual evaluation of the government eServices in terms of their quality, efficiency, returns and adoption.
The fourth theme focuses on developing efficient mechanisms for managing performance. The initiatives of this theme are concerned with boosting theUAE ranking in the United Nations e-Government Index, measuring customer satisfaction and building policies for business continuity, which should ensure the provision of services on a continuous basis and under all conditions as well as the launch of awareness campaigns for the public to encourage them to adopt online services as they save time and effort.
At the end of the plan review, Sheikh Mohammed stressed the necessity for all federal entities to co-operate and co-ordinate to accomplish the federal eTransformation, which is regarded as a national mission that all must achieve for the benefit and welfare of the society, and abide by the timeline for achieving eTransformation within the next two years.
