FAIC’s Board of Directors underscores the significance of “Transferring Powers” within six months

Board of Directors of the Federal Authority for Identity and Citizenship (FAIC) reviewed the measures undertaken so as to enforce the Federal Decree No. (3) of 2017 amending the Federal Decree- Law No. (2) of 2004 on Transferring all TORs and powers vested in the Ministry of Interior in relation to citizenship, passports, entry and residence of foreigners in UAE to FAIC as per applicable laws and regulations.

Moreover, the Board stressed the fact that all tasks assigned to different specialized entities should be carried out as provided in and within the six – month time limit set forth under the Decree; the thing that would make it easy for FAIC to adjust its respective regulations and programs to properly accommodate and absorb the new entrusted tasks and TORs, while approaching a wider scope of innovative services aiming at supporting UAE’s endeavors towards the front- line roles in different arenas.

FAIC’s Board of Directors also tackled the outcomes resulted in by different committees specifically established for such purpose, together with the different phases completed pertaining to shaping the general policy of citizenship, passports, entry and residence of foreigners in UAE, as well as elaborating relevant regulations, rules and measure in this respect.

Furthermore, the Board expressed its relief towards the wide array of achievements undertaken by specialized committees; each in its field of competency; whilst urging them to duplicate exerted efforts, spare no time and

effort and concentrate their capacities; so as to empower FAIC to meet the requirements necessitated by the new phase, and safely pass through the transitional phase with as much a broad spectrum of productive results as possible. Hence, FAIC would proceed with practicing TORs and powers entrusted to it, while maintaining its prosperous journey in developing technological infrastructure of the state service system along with supporting government decision- making process.

During the 2017 second meeting of Board of Directors held at FAIC’s Headquarters in Khalifa City, Abu Dhabi, and presided by H.E Ali Mohammed bin Hammad Al Shamsi, Chairman of the Governing Board, the Members reviewed the latest developments in connection with listing and transferring the assets of departments of citizenship, passports, entry and residence of foreigners to FAIC; while highlighting the fact that this process should be carried out in a smooth manner and in compliance with the strictest standards of accuracy, professionalism and competency; with the goal of fulfilling the purposes for which the said Decree was issued.

Besides, the Board called upon FAIC’s staff to approach different fields of helping citizens and enhancing the process of government shifting by means of creative and innovative methodologies that would consolidate FAIC’s endeavors towards sustainable excellence and leadership in customers’ happiness- provided services.

The Board of Directors also reiterated its support for all initiatives aiming at superseding traditional work methods along with upgrading performance in conformity with the wise insightful leadership persistently highlighting that both innovation and creativity at the cornerstones of growth and development and a prerequisite for maintaining competitiveness as well as pursuing the goals sought by organizations and countries alike.

After perusal of the provisions of the Federal Decree- Law No. (16) of 2017 on Amending Certain Provisions of Federal Law No. (17) of 1972 on Nationality and Passports, and transferring the Ministry of Interior’s powers on citizenship and passports to FAIC, the Board directed to proceed with devising the necessary proper mechanisms to enforce the said Law on the ground.

Furthermore, the Board made recommendations as to form specialized task forces that undertake the enforcement of the Decree’s provisions, provided that each shall draw up a certain work plan within a set timeframe. These task forces are to provide periodical reports to the Board of Directors on phases of work progress, implementation rate along with its assigned tasks; accordingly, FAIC would promptly proceed with the new TORs as set forth in the Decree.

The Board also urged and called upon FAIC’s staff to come up with new ideas and proposals that would enhance the capacities of specialized committees to properly perform its tasks in conformity with the best recognized standards, together with upgrading performance, levitating quality of provided services and empowering FAIC of more insightful prospects that keep pace with the ever- emerging upsurges.

During the meeting, the board adopted its Rules of Procedure that was elaborated in accordance with the rules contained in the Guidelines for Boards of Directors in Government Institutions, with an aim of applying the best corporate governance standards- the Board would undertake its mission of monitoring, reviewing and directing FAIC’s strategies and plans. Consequently, FAIC would commence with performance appraisal together with promoting its capacities to enhance services provided for individuals, institutions and decision makers alike.

The Board has also heard a presentation given by H.E. Dr. Saeed Abdullah bin Mutlaq Al Ghafli, Director General of FAIC, on the implementation rate of the balance sheet of FAIC till the end of last October in addition to discussing a number of topics listed in its agenda, and has taken the appropriate decisions in this respect.

The meeting was attended by H.E. Talal Humaid Belhoul, Vice Chairman of the Board and members of the Board: H.E. Faris Mohammed Ahmed Suhail Al Mazrouei, an adviser to the Ministry of Presidential Affairs; Staff Major General Pilot H.E. Faris Khalaf Khalfan Al Mazrouei, Chief of the General Authority for the Security of Ports, Borders and Free Zones; H.E. Abdullah Saif Ali Al Nuaimi; H.E. Abdullah Mohammed bin Touq, Secretary General of the UAE Cabinet in Ministry of Cabinet Affairs and the Future; and Brigadier General Mohammed Humaid bin Dalmouj Al Dhaheri, acting secretary General of the Office of H.H Vice Prime Minister and Minister of Interior..
