Extension of registration grace periods for residents with residencies expiring in 2012

The Emirates Identity Authority has announced the completion of registration of UAE nationals and the majority of employees of the government and semi-government (federal and local) sector across the UAE as well as the residents in Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, in the population register project and the ID card project.

The Emirates Identity Authority decided to extend the grace periods forresidents based in Abu Dhabi, Dubai and Sharjah, with residencies expiring before December 31st, 2012to register for the ID card residenciesas announced for each emirate, provided that this category of residents would be registered by the time of renewal of their residencies.

The Emirates Identity Authority clarified that more than 683,000 residents in Abu Dhabi, Dubai and Sharjah would benefit from this decision but confirmed that the decision related to the registration grace periods as previously announced would continue to take effect on the residents in these three emirates whose residencies would expire after December 31st, 2012.

The Emirates Identity Authority announced that it granted the owners of expired ID cards a grace period to renew their cards. This will be up to February 1, 2012 for Sharjah residents, April 1, 2012 for Abu Dhabi residents and June 1, 2012 for Dubai residents after it had been resolved to impose delay fees on the owners of these cards on November 1, 2011.

As for national and resident children below 15 years, the Emirates Identity Authority affirmed that this category should be registered across the UAE before October 1, 2012.

The Emirates Identity Authority called on the residents in these three emirates, specifically Sharjah, in which the registration grace period ends on January 31st, to register in the ID card as soon as possible, renew their expired cards and not to wait until the last minute of the announced grace periods. It affirmed that filling out the registration form at the typing centers would help the applicant avoid the resolved delay fees, provided that the dates set for completing the registration procedures at an Emirates Identity Authority-affiliated center should be honored.

Facilitation of procedures

These exceptions came with the aim of avoiding the last minute crowds in the Emirates Identity Authority-affiliated registration centers or the registration centers attached to the preventive medicine centers, which are run by EIMAS for electronic management and security solutions, or even in the authorized typing centers, particularly under the high population density in these three emirates compared to the other emirates, the Emirates Identity Authority said.

The Emirates Identity Authority added that these decisions came as part of its keenness on providing the best services to customers and easing their registration procedures. They showed that priority is definitely for completing the population register system and the ID card project, contributing to enhancing the national and individual security, supporting decision-makers and providing innovated electronic services that support the electronic government and the UAE Vision 2021, the Emirates Identity Authority said.

The Emirates Identity Authority clarified that restructuring the registration of Abu Dhabi, Dubai and Sharjah people came in response to the demands of a vast section of the inhabitants of these three emirates for extending the registration grace period, particularly for the category of unskilled labor and housemaids, who represented the largest percentage of those who had not registered in the ID card yet. The restructuring was also aimed at facilitating the matter for a large number of residents whose residencies were about to expire by registering in the ID card by the same time of renewal of their residencies, the Emirates Identity Authority said.

Strategic plan

These decisions serve the Emirates Identity Authority’s strategic plan 2010-2013, which stipulates that registration of all the UAE population should be completed by the end of 2013, the Emirates Identity Authority said.

Linking the residency issuance procedures with registration in the ID card was totally regulated in Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, in which registration in the ID card has become a condition for the residence issuance or renewal, the Emirates Identity Authority said. As for Dubai, it was decided to activate the ID card-residence linkage, effective from April 1.

ID card adoption

The Emirates Identity Authority pointed out that the implementation of this decision would coincide with a broader scheme to adopt the ID card, as a condition for benefiting from the services of both the public and private sectors in the UAE. The decision would also coincide with the conversion of the ID card into a substitute of many of the currently used cards. In addition, the new decision would coincide with the activation of the electronic linkage between the Emirates Identity Authority and all UAE government entities which is expected to be completed in the third quarter of this year.
