The Emirates Identity Authority has called on government and semi-government (federal and local) employees and their families across the UAE as well as the residents in Umm Al Quwain, Fujairah, Ras Al Khaimah and Ajman to speed up registration in the population register and ID card to avoid the delay penalties to be applicable from December 1st.

The Emirates Identity Authority is in the process of implementing the provisions of the Cabinet’s decision no. 25 for 2011 with respect to the previously announced delay penalties and grace periods, which aim at enabling the Emirates Identity Authority to continue playing its role in completing its most significant national project as embodied in registering all UAE nationals and residents in the population register and issue ID cards for them, said Abdul Aziz Al Maamari, Director of Public Relations and marketing, Emirates Identity Authority.

The Emirates Identity Authority is not after delay penalties and its priority is to urge the population to register in ID card, he added, noting that fixing a timeline for applying the delay penalties aimed at regulating and expediting the registration of the population and is based on the Emirates Identity Authority’s keenness on contributing effectively and efficiently to supporting the comprehensive development projects in the country through a comprehensive and precise population register that complies with the highest security standards and helps the UAE develop and ease government services and provide the required information on the demographic structure for the purpose of supporting decision-making and strategic planning in the fields of allocation of human resources and the other vital segments and fields.

Al Maamari called on the government and semi-government (federal and local) employees and their families across the UAE as well as the residents in Umm Al Quwain, Fujairah, Ras Al Khaimah and Ajman to take advantage of the last week of the final grace period given to them to register in the population register and ID card.

He noted that children under 15 years are the only category exempted from the delay penalties to be applicable from December 1st to the individuals who have not been registered in ID card in the said four emirates and to the UAE government and semi-government employees, based on the directives of His Highness Lieutenant General Sheikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister, Minister of Interior and Deputy Chairman of the Emirates Identity Authority, for extending the grace period and not applying the delay penalties to children under 15 years (nationals and residents) until October 1, 2012.

Al Maamari pointed out that the Cabinet’s decision exempted those subject to the social security law, individuals with special needs and those suffering from autism from the fees of registration in population register and ID card and from the fees of renewing expired cards.

Al Maamari noted that the grace period before the delay penalties would be imposed on nationals above 15 years across the UAE has been divided into 4 stages. The first stage covers all residents in Fujairah, Ras Al Khaimah, Umm Al Quwain and Ajman as well as all government and semi-government (federal and local) employees and their families from December 1st, 2011, he said, adding that the second stage covers all residents in Sharjah from February 1st, 2012 the third stage all residents in Abu Dhabi from April 1st, 2012 and the fourth stage all residents in Dubai from June 1st, 2012.

Al Maamari called on the UAE residents not to wait till the last minute of the given grace periods to register or renew registration.

It is noteworthy that the Cabinet’s decision no. 25 for 2011 fixed the fine at AED20 per each day of delay and a maximum of AED1,000 for the following violations: delayed registration or issuance of ID card for all categories and ages; delayed renewal of ID card for all categories and ages (30 days after the expiry of the ID card); delayed notification of any change or modification in the individual data or civil incidents for all categories and ages (30 days after the change has taken place).
