Monday 29 June 2020

In the framework of the Initiative to Return the Residents Existing Outside the UAE who have valid residency visa, which launched by the UAE earlier; and to complete the efforts made by the State in light of the exceptional circumstances to confront the Novel Coronavirus “COVID-19”; and to support the State orientation towards activating the progressive restrictions relaxation plan to be implemented in the coming period, The Federal Authority for Identity and Citizenship and the National Emergency and Crisis and Disasters Management Authority have adopted a list of requirements to obtain the approval related to the return of residents with valid residency Visa who exist outside the State starting from the 1st of July.

The most prominent requirement is performing the pre-screening in the countries that have been contracted with leading laboratories approved by the competent authority, which are existing in about “106” cities in “17” countries as a first phase; provided that the validity of the test result does not exceed “72” hours before the plane departure date. The individuals will be able to get on the plane without obtaining the approval associated with the confirmation that they are free of Coronavirus “Covid-19”. The individuals will be able to obtain the test result via their email.

The rest of the laboratories readiness will be announced for other countries in the coming days in coordination with the partners by launching the second phase, which includes “19” cities in “8” countries, and launching the third phase with “150” laboratories within the list of “31” countries. The individuals can identify the list of those laboratories and their readiness status by visiting ICA’s website (smartservices.icp.gov.ae).

It should be noted that “Covid-19” tests will be done for arrivals, upon arriving UAE, who do not have approved laboratories in the countries from which they came, until the laboratories are ready, where the requirement of pre-screening will be applied in time.

The rest of the requirements also stipulate the commitment to undergo a home or health quarantine for a period of 14 days while bearing the costs of conducting the test or the approved quarantine in the absence of an accommodation compatible with the health requirements of the quarantine. The entities in which such individuals are working shall bear all the costs related to the medical and quarantine tests when needed, in addition to the necessity of using one of the approved tracking system applications in order to monitor the health status to keep their safety and the society safety.
