The Authority will begin to register the assistant categories i.e. servants, drivers and suchlike in the identity card system as of the 20th day of June for a period of 4 months to concentrate on them in the registration process.
Darwish Al Zaraouni, General Manager of the Emirates ID revealed, after signing an agreement to register 1,250 employees in Dubai Healthcare City, that the Authority is considering the establishment of about 4 and 6 temporary registration centers for employees in the areas of their residence in order for facilitation and saving effort and time of this category.
According to Al Zaraouni, the proposed locations for these centers include labor cities, Mussafah region in Abu Dhabi, Qusais and Al Quoz in Dubai. Al Zaraouni said that the Authority intends to provide 12 main and permanent centers on the level of the country to cover all places in the UAE, while there are currently 5 main and permanent centers. The authority will start the establishing of two centers, the first of which will be in Fujairah to be inaugurated by the beginning of the holy month of Ramadan, and the other one will be in Al Ain city and to be opened by the third quarter of the current year, specifically after Eid ul-Fitr.
Al Zaraouni stressed that the Authority needs to establish more centers for registration of identity card and following the procedures related to population registration system. Al Zaraouni pointed out that two more services will be added to the identity card shortly, those services are health information entry and driving license, pointing out that the Authority is coordinating and cooperating with the competent authorities in order to achieve this process during the next short period of time.
The Ministry of Health and Emirates ID have previously discussed the process of uploading the health information of every national and resident in the country through the electronic linking of the files of health card holders with the identity card. Therefore, it has been agreed to form a joint teamwork to coordinate work, supervise the process of data entry and follow-up the implementation mechanism under the supervision of the Ministry of Health. It has been also agreed to approve the health number to be the identity card number. Concerning the application of financial fines on the persons in default of registration, the General Manager of the Emirates ID said “we don’t want to impose a fine on anybody and we will not reach to such stage, as we have a societal culture represented in abidance the application of the law”.
Al Zaraouni said that no fines have been imposed yet on anybody, pointing out that providing false information to the Authority should be the only case requiring penalties and disciplinary actions. He also noted that the Authority focuses its work in the meantime to register the employees working in the governmental authorities as they represent a considerable rate, pointing out that the Authority finished with the registration of employees in 70 governmental authorities till now. Moreover, it targets to register the employees of 40 governmental authorities each year. Emirates ID seeks that identity card covers between 20 and 25 services to be submitted for its holders by end of the next year, such services will include use of the card in public transportation means and opening bank accounts in addition to using it as a substitute for passports, labor cards and other services.
Dr. Aisha Abdullah, senior vice-president of Dubai Healthcare City, said that the registration centre of Emirates ID in Dubai Healthcare City will work as an integrated window for completing the governmental administrative requirements that are necessary to get the identity card. She also stressed on supporting the standard population registration project, believing that it is an important national project that contributes to finding a modern and updated system for proof of identity. Dr. Aisha Abdullah urged all governmental and federal authorities to activate the registrations of their employees in the identity card register as well as eliminate all difficulties to achieve the idea successfully through following the goals set by the good leadership reaching to the main goal represented in registering nationals and residents existing in the UAE.
Prime Ministerial Decree No. 9 of 2006 concerning Population Register & Identity Card System granted a time limit to end the registration in such system till the end of the year 2010.
