UAE Ministry of Interior says the ID Card is a now condition for any service provided to UAE nationals and residents through the Ministry’s various security authorities and police general departments & headquarters in all Emirates. These directions will go into effect as of November 22, 2009. Only residents in Abu Dhabi, Dubai and Sharja are exempted from this obligation for the time being until further notice.
According to a Ministry of Interior statement, individuals must apply for an ID Card as a pre-requisite to complete their transactions as per Federal Law No. (9) of 2006 on the Population Register & ID system and pursuant to Cabinet Resolution No. (201/1) of 2007.
The Ministry statement indicated that, as of November 22, 2009, all security and police authorities as well as police general departments & headquarters have been instructed not to provide any service of the Ministry of Interior or police departments to national or resident clients who do not have the Unified Multi-purpose ID. Only residents in Abu Dhabi, Dubai and Sharja are exempted from this obligation for the time being until further notice.
The Statement clarified that the adoption of this condition, which was made known to the public long before it went into effect, is based on the Governmental attitude to encourage nationals and residents to apply for the Unified Multi-purpose ID which is now a pre-requisite for any official transaction at all government & semi-governmental entities. This comes in line with the Law which made it obligatory for all institutions to accept the ID as an identity instrument necessary for any transaction.
Every national and resident will have their unique entry in the Population Registration System in addition to a number called the Identity Number which will be included in all transactions, records and files of the holder and used in organizing and maintaining such transactions, records and files without prejudice to the organization and maintenance methods adopted by each individual entity.
Also, the Statement pointed out that coded electronic systems have been introduced to help Ministry of Interior police service departments officers quickly obtain personal data from ID Cards which are now unified and approved identification instruments used to confirm individuals’ identities in all official and non-official transactions, and necessary for any transaction or service provided to any UAE national or resident above 15 years of age according to the Population Register & ID system.
The Population Register & ID system is one of the pioneering national projects aiming at speeding up social and economic development in the UAE and a cornerstone of the e-government system through its positive and efficient role in upgrading all levels and kinds of community services.
It goes without saying that the introduction of an accurate and safe register of all nationals and residents helps realize the Authority’s vision and mission in a way that comes consistent with the guidelines of the UAE supreme leadership which gives utmost importance to the pioneering e-government project which will realize our nation’s vision and help us attain the international and global standards in terms of value-added services provided to nationals and residents alike.
ID cards are efficient in easily and quickly obtaining administration & electronic services with the highest standards of security and privacy. Only UAE nationals can use the ID Card as a traveling instrument, safely access computers and electronic applications & sites and put electronic signature on files and electronic forms. Ministry of Finance agreed to introduce the e-Dirham service in ID cards. Also, Ministry of the Interior welcomed the proposal to use ID cards in the e-Portal system. ID cards can be used in identity verification and accessing electronic services through Abu Dhabi e-Government site.
Thanks to the electronic linking Emirates ID seeks to establish between various governmental & semi-governmental service sectors, ID Card uses are expected to expand in the future to include other services especially after completion of all UAE nationals & residents registration. Then, ID Cards can include data of many other cards in addition to the following: labor card, health card, e-wallet, commercial applications, driving license, passport. ID Cards provide infrastructure in addition to other applications according to the beneficiary’s preferences.
