The Federal Authority for Identity, Citizenship, Customs and Port Security held a joint coordination meeting with the Ministry of Human Resources and Emiratisation, the Abu Dhabi Department of Economic Development, and the Abu Dhabi Registration Authority on Thursday, 22 January 2026, at the Authority’s headquarters in Abu Dhabi. The meeting aimed to enhance government integration and unify procedures related to the establishment and operation of commercial establishments.
The meeting was chaired by Major General Saeed Salem Balhas Al Shamsi, Acting Director General of Identity and Foreigners Affairs, and was attended by Khalil Ibrahim Khouri, Undersecretary of the Ministry of Human Resources and Emiratisation; Hamad Sayah Al Mazrouei, Undersecretary of the Abu Dhabi Department of Economic Development; Mohammed Muneef Al Mansoori, Director General of the Abu Dhabi Registration Authority; Burkan Khalifa Al Khalifa, Executive Director of the Business Governance Sector; along with a number of officials from the Authority.
The meeting discussed the development of controls governing commercial licenses and mechanisms for their implementation, in a manner that enhances procedural efficiency and improves the accuracy and reliability of data. This is to be achieved through unifying requirements and linking licensing procedures to related service journeys, particularly those associated with the labor market and establishment files, thereby ensuring the highest levels of coordination among concerned entities, enhancing compliance sustainability, improving customer experience, and raising overall operational efficiency.
Participants emphasized the importance of developing an integrated framework that enhances procedural alignment between federal and local entities and supports the government’s direction toward reducing duplication and eliminating bureaucracy, with a positive impact on the business environment and investment attractiveness.
The meeting forms part of the Authority’s ongoing efforts, in collaboration with its strategic partners, to update the regulatory frameworks governing commercial licenses, strengthen governance of the licensing ecosystem, and link it to related service pathways, in support of digital transformation and improved procedural efficiency.
During the meeting, it was agreed to follow up on outcomes through joint working teams and to implement the agreed recommendations, ensuring the unification of controls and the achievement of full integration among related systems and services.
