The Higher Management Committee at the Emirates Identity Authority has adopted the “Star of Excellence” system as a new and innovated method for assessing the performance of registration centers, effective from the beginning of May, 2012. The adoption is aimed for registration centers to upgrade their performance, develop their services and be able to qualify for the Emirates Distinguished Government Service Program.
This was announced during the regular meeting of the Higher Management Committee, which was held at the Emirates Identity Authority’s headquarters in Abu Dhabi yesterday Wednesday and presided over by H.E Dr. Eng. Ali Mohamed Al Khouri, Emirates ID Director General. The meeting was attended by the executive directors and a number of directors of departments and centers, members of the Strategic Backup Office and project managers.
The “Star of Excellence” system is aimed at upgrading the performance of registration centers and improving and developing the quality of services provided by the Emirates Identity Authority to its customers at the service points all over the UAE.
Under the new system, the performance of registration centers is assessed in terms of 10 specific bases and controls including the degree of successful implementation of the initiatives and projects stated in the Emirates Identity Authority’s new strategy 2010-2013, customers’ complaints, efficient internal communication, security and safety criteria available inside registration centers and other elements that reflect how advanced the services provided inside registration centers are.
The “Star of Excellence” system is distinguished for depending on the concept of “collective work” as a method that governs the performance of registration center employees. A registration center will win the “star of Excellence once it succeeds in achieving the highest degrees given to each of the 10 evaluation elements as soon as the comprehensive evaluation process has been completed.
The mechanism of selecting the winner center uses a new technique to honor a distinguished employee by selecting him/her to be the “Star of Change”, who will in turn take the necessary procedures to achieve the objectives of an element of the bases and controls specified in the “Star of Excellence” system.
The new evaluation system includes a training program through which workshops will be held for the employees of the winning center for developing their constant follow-up skills and encouraging competition among all the Emirates Identity Authority-affiliated registration centers with the aim of getting the “Star of Excellence” and carrying on the journey of constant development and updating of the performance of these centers.
Meanwhile, the Higher Management Committee was briefed on a report prepared by the Planning and Quality Department on the “proposed improvement initiatives”. The report is based on the visit paid by the assessors of Sheikh Khalifa Government Excellence Program and the remarks they made as regards the leadership criteria, strategic planning, human resources, partnership and resources, operations and the criterion of community results.
The Higher Management Committee stressed the necessity for all the departments, centers and sections concerned with the improvement initiatives mentioned in the report to start immediately improving and developing each criterion constantly and not to wait for the evaluation results in confirmation of the Emirates Identity Authority’s general principle of consolidating the “Culture of Excellence” in the minds of employees.
The committee listened to a presentation made by Mr. Musbeh Obeid Al Mismari, Director of Fujairah Registration Center, on the “ways to avoid the risks of applying delay fees at registration centers” with the aim of increasing customer satisfaction, providing high-quality services and seeking an appropriate mechanism for dealing with the increasing number of customers inside and outside centers based on the keenness on registering them in ID card easily and smoothly.
The Higher Management Committee also discussed a number of agenda topics for which the appropriate decisions and recommendations were made.
