Emirates ID-Preventive Medicine linkage completed in 26 out of 28 registration centers

The Emirates Identity Authority has affirmed that the project for linking residence issuance procedures with population register and ID card registration has been completed across the UAE except in Dubai, where the ID card-residence linkage is scheduled to be activated from early April, 2012.

The Emirates ID has announced its intention to open 6 new registration centers attached to the preventive medicine centers in Abu Dhabi, Dubai, Ajman and Ras Al Khaimah in December, bringing to 26 out of 28 the total number of registration centers serving the preventive medicine linkage project across the UAE before the end of 2011.

The Emirates Identity Authority clarified that registration in ID card has become a condition for issuing and renewing the residence in Abu Dhabi, Sharjah, Ajman, Fujairah, Umm Al Quwain and Ras Al Khaimah, noting that this condition would be applicable to Dubai in co-ordination with the General Directorate of Residency and Foreigners Affairs by early next April.

The 6 registration centers scheduled to be opened within the coming two weeks would be located in different areas in Ajman and Ras Al Khaimah, in Al Quoz, Al Satwa and JAFZA in Dubai and in Al Jazira Club’s building in Abu Dhabi City, the Emirates Identity Authority said.

The registration center attached to the preventive medicine center in Al Quoz, Dubai, would allow around 700 people per day to be registered in one shift, while that in Al Satwa would allow around 1,000 people per day to be registered in two shifts, compared to around 250 people in JAFZA center.

In contrast, the two registration centers attached to the preventive medicine centers in Ras Al Khaimah and Ajman allow registration of around 600 people per day in one shift each, while the registration center attached to the preventive medicine center in Abu Dhabi and affiliated to Mubadala Healthcare Group allows registration of 450 people per day.

The Emirates Identity Authority pointed out that work is underway for opening two new registration centers attached to the preventive medicine centers in Al Muhaisna and Al Baraha in Dubai during the first quarter of 2012.

Al Muhaisna Center is one of the largest ID card registration centers in the UAE and has been designed to allow registration of more than 3,000 people per day in three shifts, the Emirates Identity Authority said, noting that for this reason the center would take a longer time to be completed. Work in Al Baraha Center, however, has been delayed for constructional reasons after old foundations had been found in the worksite of the project.

Meanwhile, the Emirates Identity Authority thanked all the government entities that contributed to making a success of the project for linking with the preventive medicine across the UAE, particularly Ministry of Interior and Ministry of Health in addition to the health authorities and free zones. The Emirates Identity Authority affirmed that the importance of this project lies in the projected results after the project of linking ID card registration procedures with residence issuance or renewal procedures has been completed.

Activating the linkage of ID card and residence procedures across the UAE is expected to raise the daily registration capacity to over 22,000 registrants through the centers attached to the preventive medicine and all Emirates ID-affiliated centers, the Emirates Identity Authority said, adding that this is equal to around 500,000 registrants per month.

It is noteworthy that the ID card and residence linkage procedures require a customer to fill out an e-form at an authorized typing center across the UAE before visiting a preventive medicine center, provided that the customer will subsequently apply for medical examination in the ID card registration center attached to the preventive medicine center to complete registration procedures (fingerprinting and photographing).

Customers should also present their original passports when filling out registration forms at the typing center without the need to come in person whereas they are required to present their original passports and e-forms when visiting the registration center attached to the preventive medicine center for completing ID card registration procedures.

An ID card holder should fill out renewal form and present the old ID card at the typing center when renewing his/her residence, noting that the ID card will be delivered to its owner only after his/her residence has been issued by the competent authorities.

The service of “Expat without Residence” is available at the typing centers and does not require the date of issuance or expiry of residence to be stated when filling out the ID card registration form. The validity of the residence is stated on the ID card form based on the residence duration for each profession in the UAE and consequently the service of “Expat without Residence” allows the ID card registration form of any individual with expired residence, entry visa or a nearly expired residence to have his/her ID card registration form printed easily and smoothly.
